Laboratory Service Information

"Justitia Per Scientia" - Justice Through Science. The U.S. Army Criminal Investigation Laboratory is the Department of Defense’s only full-service criminal forensic laboratory and is located on the Gillem Enclave in Forest Park, Georgia.

USACIL provides state of the art forensic laboratory services to all Department of Defense Military Criminal Investigation Organizations and other federal law enforcement agencies in the following disciplines:

• Drug Chemistry: Identification of controlled and prohibited substances.

• Trace Evidence: Collection, preservation, and evaluation of trace evidence; coatings, paints, and polymers; explosives; fire debris and ignitable liquids; firearm discharge residues; glass; hair; lubricants; miscellaneous materials; physical fit; pressure sensitive tape; textile fabrics, fibers, and ropes and cordage.

• DNA: Nuclear DNA and biological screening.

• CODIS: USACIL is the Combined DNA Index System program manager for the Department of Defense. CODIS stores and searches DNA profiles developed from convicted offender and arrestee samples.

• Forensic Documents: Handwriting analysis, indented writing, differentiation of inks, printing processes, and shredded documents.

• Latent Prints: Friction ridge examinations, Automated Fingerprint Identification System (AFIS) searches, footwear and tire track examinations.

• Digital Evidence: Digital forensics, forensic audio, video and image analysis, forensic photography, and 3D crime scene mapping.

• Firearms and Toolmarks: Firearm examination, distance determination, serial number restoration, and toolmarks.

• Forensic Case Management: Coordinate evidence submissions, in-process and return evidence, ensure appropriate forensic testing on items, and conducts collection/preservation activities as needed.

USACIL has been continuously accredited as a forensic laboratory since 1985. Previously, under the American Society of Crime Laboratory Directors / Laboratory Accreditation Board and, since January 2011, international accreditation to ISO / IEC 17025. The laboratory’s accreditation is currently issued by the ANSI National Accreditation Board to the ISO/IEC 17025 Forensic Testing program.

USACIL also provides specialized training to Special Agents and Investigators through the Special Agent Laboratory Training Course, and Trial / Defense Counsels through the Trial or Defense Counsel Assistance Programs. Forensic Examiners and Analysts from the USACIL testify in federal, military, and state courts as well as multi-national courts.

Located in Clarksburg, West Virginia, the Biometric Operations Department is the Department of Defense’s only authoritative biometric repository that provides management, sharing, and matching activities within the biometric enterprise.

This provides the Department of Defense, United States Government organizations, and international partners with near real time biometric information, by operating the Department of Defense’s only authoritative biometric repository on a 24/7 basis. The Biometric Operations Department is able to provide subject matter expertise for biometric operational engagements, and establish and document data sharing business rules while providing millions of manual examinations for latent and biometric comparisons on an annual basis.

The Forensic Exploitation Department is located on the Gillem Enclave in Forest Park, Georgia. The FXD deploys scalable and modular forensic exploitation teams to provide the joint force commander or combatant command with a deployable forensic capability. The forensic exploitation team is sourced by the FXD with highly qualified Department of the Army Civilian scientists. The forensic exploitation team supports forensic analysis in remote locations and utilizes reach back to U.S. based forensic capability in the Global Forensic Exploitation Center on the Gillem Enclave.

Forensic exploitation teams can work out of in-place hard stand buildings or can deploy with exploitation laboratories. The capability is scalable, modular, and adaptable to support a commander’s needs, and can adjust to infrastructure availability. They can also deploy as one or two-person teams to augment a commander’s staff and support training exercises and partner nation engagements. When a deployable forensic laboratory capability is required, a forensic exploitation team deploys in a laboratory that can be scaled to meet any size operational requirement.

The Major Procurement Fraud Field Office safeguards the procurement programs of the Department of the Army and enhances warfighter readiness and superiority by conducting investigations and proactive operations to protect the capital investment in the acquisition, research, development, and fielding of resources, services, and technology by ensuring procurement integrity, identifying and reducing product substitution, and combating corruption and foreign exploitation.

Since 2010, Major Procurement Fraud Field Office investigations have resulted in nearly $5 billion returned to the U.S. Government and more than $350 million returned to the Department of the Army.

Headquartered at Fort Belvoir, Virginia, the Major Procurement Fraud Field Office employs more than 180 Special Agents and support personnel at its 25 subordinate units strategically located throughout the United States, Germany, Poland, and South Korea.  

The Special Agents and Intelligence Analysts of the Major Procurement Fraud Field Office are subject matter experts in relation to the investigation of complex fraud and other financial crimes. They utilize their specialized skills and knowledge to not only conduct investigations, but also offer guidance and assistance regarding organizational vulnerabilities to fraud and provide fraud awareness briefings to organizations throughout the Department of the Army.

The Major Procurement Fraud Field Office works closely with the Department of Justice, the local United States Attorney's offices, the Federal Bureau of Investigation, the Defense Criminal Investigative Service, the Air Force Office of Special Investigations, the Naval Criminal Investigative Service, the Army Audit Agency, and the Defense Contract Audit Agency.

The Army CID Cyber Directorate and its investigative arm, the Cyber Field Office, initiates investigations into all types of cybercrime whenever there is a U.S. Army nexus. The CID Cyber Directorate is the Army’s sole entity for conducting criminal investigations in response to computer intrusions, insider threats, and other malicious cyber activities. Army CID’s Cyber Directorate conducts worldwide cybercrime prevention activities, major cybercrime investigations, and complex digital forensics in order to preserve Army readiness.

What we do:

Investigations - The Army CID Cyber Directorate has field offices strategically located around the world to conduct criminal investigations, operations, and crime prevention activities in order to preserve Army readiness. The investigations performed by the Army CID Cyber Directorate center around the most complex cybercrimes involving intrusions, national security, insider threats, cryptocurrency, and child exploitation.

Partnerships - The Cyber Directorate has partnerships with government, industry, and academia. Partnerships include National Center for Missing & Exploited Children, National Cyber Investigative Joint Task Force, U.S. Cyber Command, Army Cyber Command, and the National Defense Cyber Alliance to name a few.

Technical Assistance - Special Agents, attorneys, forensic examiners, analysts, and cybersecurity technicians assigned to the Cyber Directorate use their specialized knowledge to provide guidance to Army CID field offices and units.

Program Management - As center of excellence for cybercrime investigations, the Cyber Directorate provides centralized program management of the Army CID digital forensic workforce.

The Executive Protection and Special Investigations Field office is a multi-functional division made up of two separate field offices.

Executive Protection Field Office
With over 400 assigned special agents, police officers, analysts, physical security specialists, and professional support personnel spread across three continents, the Executive Protection Field Office is the largest office within CID providing worldwide dignitary protection for the Secretary of Defense, Chairman of the Joint Chiefs of Staff, Secretary of the Army, Chief of Staff of the Army, and over a dozen other protectees in domestic and overseas locations.

Executive Protection also protects foreign counterparts during official visits to the United States, along with designated former or retired Department of Defense officials. Army CID’s dignitary protection mission is supported by robust protective intelligence and threat management investigative capabilities.

Special Investigations Field Office
The Special Investigations Field Office conducts worldwide criminal investigations involving Army special access programs, sensitive activities, special mission units, and suspected war crimes committed by foreign entities, along with significant transnational or multi-jurisdictional crime. The Special Investigations Field Office also provides the Department of Defense’s counterterrorism investigative support to the Military Commissions. 

Priorities include preserving Army readiness, modernization, and the integrity of the most sensitive Army activities and operations by preventing and investigating:

• Loss of life, serious bodily injury, or other felony crimes
• Theft, fraud, compromise, or destruction of equipment, critical infrastructure and technology
• Transnational crime and related national security offenses
• War crimes committed by foreign entities
