Special Agent (SA) L. Scott Moreland became the Director of the Department of the Army’s Criminal Investigation Division (CID) in January 2026. In this capacity, he reports directly to the Under Secretary of the Army and leads the Department’s independent criminal investigative authority, ensuring freedom from undue command influence. SA Moreland oversees a global agency responsible for felony criminal investigations, war crimes and terrorism investigations, criminal intelligence, cybercrime, forensics, and protective service operations for key Department of War leaders.
SA Moreland joined the Department of the Army Criminal Investigation Division in June 2004 as a Special Agent with the Washington Metro Fraud Resident Agency and has over 30 years of federal service. His former leadership positions within CID include Executive Assistant Director, Assistant Director, Principal Deputy Assistant Director, and Deputy Assistant Director. He also served as the Special Agent in Charge of multiple field offices, including the Fraud Field Office
Prior to his civilian career with the United States Army, Special Agent Moreland was on active duty in the United States Air Force for nine years with the last four years as a Special Agent with the Air Force Office of Investigations (AFOSI).
A Certified Fraud Examiner (CFE), SA Moreland holds a Master of Public Administration, a Master of Business Administration, and a Master of Science in Management from Strayer University, in addition to a Bachelor of Science in Criminal Justice from the University of Maryland. His contributions to federal law enforcement have been recognized with numerous accolades, including the Award for Excellence and an Outstanding Achievement Award from the Council of the Inspectors General on Integrity and Efficiency.
