CID Europe Field Office Strengthens Partnership with U.S. Postal Inspection Service

Department of the Army Criminal Investigation Division

On August 21, 2025, Special Agent in Charge Steven M. Ausfeldt, Army Criminal Investigation Division (CID), Europe Field Office, signed a Memorandum of Understanding (MOU) with the U.S. Postal Inspection Service (USPIS), establishing a key partnership. The agreement underscores Army CID’s commitment to enhancing Army readiness and bolstering interoperability with critical federal partners.

The MOU was signed by Chief Postal Inspector Gary R. Barksdale and carried forward by Deputy Chief Postal Inspector Louis J. DiRienzo. Concurrent collaboration with the Air Force Office of Special Investigations is also ongoing, further expanding Army CID’s investigative network.

This partnership is vital to countering the flow of narcotics, counterfeit goods, and other illicit activities that directly impact the warfighter and commanders’ readiness in the overseas environment. By leveraging the unique capabilities of both agencies, Army CID and USPIS will enhance their ability to identify, disrupt, and prevent these threats before they reach Soldiers, Families, and Army communities.

“This MOU represents a deliberate effort to strengthen our collaborative posture with federal law enforcement partners,” said SAC Ausfeldt. “The USPIS’s global reach and investigative expertise are invaluable assets in protecting our Army’s personnel, resources, and operational effectiveness.”

The agreement advances Army CID’s interoperability initiatives, fosters innovation in investigative techniques, and supports proactive operations within the overseas contingency operations environment. It reinforces Army CID’s dedication to safeguarding the Army’s global posture and ensuring the continued readiness of its forces.
