Chief Warrant Officer Five Edgar A. Collins is a native of Berkeley, California, and a graduate of Sacramento State University. He entered military service in 1988 and attended the Military Police One Station Unit Training School at Fort McClellan, Alabama.

CW5 Collins holds a Masters of Forensic Science from The George Washington University and a Bachelor of Science degree in Criminal Justice from the California State University at Sacramento. He is an Armed Forces Institute of Pathology Fellow in Medicolegal Death Investigations and a member of the American Academy of Forensic Science.

His awards include the Legion of Merit, Bronze Star Medal (1OLC), Meritorious Service Medal (SOLC), Army Commendation Medal (3OLC), Army Achievement Medal (2OLC), the Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on Terrorism Medal, the NATO Medal, the National Defense Service Medal (2), and the Overseas Service Medal (Long/Short tours).
