Army CID Criminal Justice Information Directorate LogoThe Department of the Army Criminal Investigation Division, Criminal Justice Information Directorate (CJID), encompasses all facets of criminal justice information and crime records. Army CID CJID has access to multiple databases supporting the U.S. Army, foreign, federal, state, and local law enforcement agencies. It leverages new information technologies to support Army CID's core missions.

Comprised of two departments, the Criminal Justice Information Systems Department and the Crime Records Department, the CJID performs a full range of activities associated with criminal justice reporting requirements and crime records.

Criminal Justice Information Systems Department

 


The Criminal Justice Information Systems Department provides oversight of fingerprint submissions to the Federal Bureau of Investigation, manages submissions to the National Instant Background Check System, oversees Deoxyribonucleic Acid (DNA) submissions to the Combined DNA Index System, and provides training and policies to Army CID Field Offices.

The Criminal Justice Information Systems Department processes official requests from Army Law Enforcement for:

• Military Protective Order entries, modification, and removals.
• National Criminal Information Center entries, modification, and removals.
• Backgrounds for Protective Services, Military Police Investigator, and Military Working Dog handlers.
• Criminal Fingerprint Card submissions.
• Drug and Alcohol Management Information System

Army Law Enforcement agencies conducting official criminal or employment investigations:

• Submit the request via email or fax, email is preferred, to ✉: Army CID CJISD, FAX: 571-305-4155.
• The request must be on an official agency letterhead, signed, and include:

• Subject’s full name, date of birth, and complete Social Security number.
• Not providing the complete SSN may cause significant delays.
• Type of investigation and purpose of the request eg., Why you are seeking this information and how the information will be used.

Crime Records Department

The Crime Records Department serves as the record holding area for Army CID and Army Military Police law enforcement records. Requests for records can be made for: Law enforcement criminal and employment inquiries, National Instant Criminal Background Check System firearm background inquiries, Army Sex Offender Registration and Notification Act inquiries, and National Crime Information Center related issues.

The Crime Records Department processes official civilian Law Enforcement and Government Agency requests for:

• Suitability for access or continued access to classified information
• Suitability for access to military installations or industrial firms engaged in government projects/contracts.
• Suitability for Army promotions, nominations, retirements, positions of significant trust (POSTA), SHARP, and specialized schools.
• Suitability for awards or similar benefits.
• Department of Veterans Affairs – Veterans claims, character determination, etc.
• Federal, State, and Local Government Agencies requesting a background check on an employee or applicant, or state licensing (non-law enforcement positions).
• Federal, State, and Local Child Protection Services or Family Support Agencies.
• Federal, State, and Local Agencies to comply with the Victim and Witness Assistance Program and the Victims' Rights and Restitution Act of 1990.
• Use in judicial or adjudicative proceedings including litigation or in accordance with a court order.
• Federal, State, and Local law enforcement agencies and private sector entities for the purposes of complying with mandatory background checks and the National Child Protection Act of 1993.
• Immigration and Naturalization Service, Department of Justice, for use in alien admission and naturalization inquiries.
• Backgrounds for civilian law enforcement employment.
• Concealed carry permit or National Crime Information Center firearms request.
• Sex Offender Registration Notification Act.
• Use of Force or Law Enforcement Officer Killed or Assaulted data.

Civilian Law Enforcement agencies conducting official criminal or employment investigations or Government Agencies requesting records for official business:

• Submit the request via email or fax, email is preferred, to ✉: Army CID CRD, FAX: 571-305-4155.
• The request must be on an official agency letterhead, signed, and include:

• Subject’s full name, date of birth, and complete Social Security number.
• Not providing the complete SSN may cause significant delays.
• State the purpose of the request, the type of investigation you are conducting, why you are seeking the records, and how the records will be used.

• If for employment purposes, a physical ink signed consent form is required.
