Chief Warrant Officer Four Lane R. Clopper is a native of Fairfax, Virginia, and a graduate of Shepherd University.  He entered military service in 1993 and attended basic training at Fort Benning, Georgia.

His military education includes the Warrant Officer Senior Staff Course, Warrant Officer Staff Course, Warrant Officer Advanced Course, Warrant Officer Certification Course, Warrant Officer Basic Course, Basic Noncommissioned Officer Course, Primary Leadership Development Course, Advanced Fraud Investigations Course, Hostage Negotiation Course, Protective Services Training Course, Child Abuse Intervention and Training Course, Evidence Management Course, Intelligence Analyst Course (counter-terrorism), Drug Investigator’s Course, Apprentice Special Agent Course, Civilian Disturbance Course, Long Range Surveillance Course, Airborne School, and the Infantry Basic/Advanced Course.

His civilian law enforcement education includes a 6 month internship with United States Park Service (law enforcement), Washington County, MD, an 18 month internship with the United States Park Police, Washington, D.C., multiple courses in gang investigations, crisis and incident management, fire/arson scene evidence recovery, and sex/death investigative courses.

CW4 Clopper holds a Masters of Arts degree in Public Administration from City University, Seattle, WA and a Bachelor of Science degree in Park Administration from the Shepherd University, Shepherdstown, WV.

His awards include the Bronze Star Medal (1OLC), Defense Meritorious Service Medal, Meritorious Service Medal (2OLC), Army Commendation Medal (3OLC), Army Achievement Medal (5OLC), Meritorious Unit Commendation, Kosovo Campaign Medal (1CS), Iraqi Campaign Medal (1CS), Afghanistan Campaign Medal (3CS), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Medal, National Defense Service Medal (2), Overseas Service Ribbon (3), NATO Medal (3), Parachute Badge, German Parachute Wings and the German Shutzenschnur (silver).
